About the Author
Robert Myhre has over 20 years of experience as a lawyer specializing in public procurement law. As a Senior Advisor in the Norwegian Ministry of Trade and Industry, he was instrumental in drafting the 2001 Public Procurement Regulation and establishing the Norwegian Complaints Board for Public Procurement (KOFA).
In addition to his work on national procurement frameworks, he was responsible for Norway's implementation of the Government Procurement Agreement (GPA) under the WTO, ensuring alignment with international standards. Serving as the inaugural Secretariat Leader of KOFA, he played a key role in shaping the board's early operations and setting a foundation for its impact on procurement governance in Norway.
