Pakistan is one of the oldest partner countries of the Federal Ministry for Economic Cooperation and Development (BMZ) in Asia. The first joint projects were launched as early as 1961. Over the past six decades, development initiatives have repeatedly been aligned with new challenges and changing social, economic and ecological conditions. An example of the long-standing and trusting cooperation with Pakistan is the FATA Development Programme. On behalf of the BMZ and with co-financing of the European Union, it is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in the Province of Khyber Pakhtunkhwa. Here, GIZ has been working closely with its local partners since 2009 to improve the living conditions of the population in the Tribal Areas along the mountainous border with Afghanistan. In this region, known as “Merged Areas” today (formerly Federally Administered Tribal Areas, FATA), special attention is paid to improving public services in the education and health sectors and to the reintegration of Internally Displaced Persons. By promoting citizen participation and local governance, as well as a state-civil society dialogue on development planning, the program supports the political and administrative integration of the Tribal Districts into the Province of Khyber Pakhtunkhwa. The Tribal Districts were largely autonomous until 2018 and characterized by violent conflicts. The region is historically and politically significant. With the Khyber Pass, it lies at the crossroads between West and South Asia, which has shaped the unique culture of the Tribal Areas over the centuries. The book not only provides deep insights into the history, politics and rich traditions of the people in this troubled border region, it also bears eloquent testimony to the multifaceted development cooperation between Germany and Pakistan.
