FAB Central Europe and FAB Europe Central organised the research workshop on 14-15 May 2019 hosted by HungaroControl in Budapest. The conference was held in partnership with the FSR Florence School of Regulation and the German Aviation Research Society (GARS). Since the conception of the Single European Sky initiative, ‘fragmentation’ has been a key reference point and policy driver in the ATM domain. As a result, ‘fragmentation’is taken for granted, even though the concept has never really been thoroughly examined. Moreover there is no distinction drawn between the concept of de-fragmenting airspace management through the provision of centralised services on the one hand, and maximising performance at local level through customer-driven solutions on the other. Consequently its implications – both negative and positive – are neither fully explored nor sufficiently understood to enable the industry to determine the optimum level of fragmentation capable of delivering safe, high-performing airspace management. By examining theoretical and empirical contributions, including case-studies and best practices, the workshop shared many perspectives and provided better understanding of the impact that fragmentation has on the delivery of air traffic control. The results of the workshop are twofold. First there are the documented conclusions based on practical examples, academic exercises, or combinations of both. Secondly the workshop concluded we are just at the beginning of the debate. The term ‘fragmentation’ is vague, and we lack a clear view about its positive or negative implications. Moreover we have yet to identify an obvious way to gain the highest benefits for European citizens by de- or re-fragmentation of European air traffic management. A lot of work is still needed to provide more clarity.
