Creating the conditions for lasting peace in Africa remains a challenge. Hopes for the creation of an effective system of security governance are pinned on the cooperation of African and European regional security organizations under the common roof of the UN. But common interpretation of global norms and adherence to them by African and European actors is yet to come. Although the report notes a growing harmony between UN, AU and EU peacebuilding on the level of doctrines, it also observes frictions between words and deeds. This raises the question how the partial mismatch between global policy scripts and local needs and interests could be remedied? Through exemplary analysis of the policies of the African Union and the European Union regarding ‘Protection of Civilians’ and Security Sector Reform, the authors contribute to the debate on the effectiveness of peacekeeping and peacebuilding on the African continent. They explore the possibilities for translating global scripts into effective local solutions and identify related obstacles.
