In February 1989, the Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of the Member States relating to construction products – the Construction Product Directive (CPD) – was published in the Official Journal of the European Union. The aim of this directive is (was) to govern the placement of construction products on the market and to ensure the free movement of construction products within the European market. With the introduction of the CPD, technical trade barriers in the construction product sector were to be removed and free movement of construction products in the internal market promoted. CE marking of construction products was also introduced with the CPD.
After being in force for more than 20 years, the directive was completely revised and transformed into a European regulation, taking into account the experiences (and diffi cul-ties) of the Member States, the European standardisation body and the European Commission itself. Compared to the directive, the contents of the regulation were expanded and defi ned more precisely.
On April 4, 2011, “Regulation (EU) No. 305/2011 of 9 March 2011 laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC” – in short Construction Products Regulation (CPR) – was announced in the Offi cial Journal of the European Union.
This Information Pamphlet gives an overview of the contents of the CPR and explains what is new and what changes have been made compared to the CPD.
On the basis of demonstrative examples, especially the changes in regard to CE marking as well as the declaration of performance are highlighted.
This Information Pamphlet is intended to serve the member companies of Deutsche Bauchemie as an aid in implementing the Construction Products Regulation (CPR).
