The Forum Civil Peace Service (forumZFD) has been active in the Western Balkans for almost a decade. After a series of projects that focused on immediate post-conflict resolution in areas including education, training and capacity building and arbitration in acute conflict situations, around the middle of the decade the direction and scope of our activities in the region changed. Today, our focus is on peace-building or, in other words, the sustainable resolution of the causes of conflict by strengthening institutions and developing values and attitudes without which effective peace-building cannot flourish. The activities of the Forum Civil Peace Service were extended and restructured based on the 2006 regional strategy for the Western Balkans. The present study reflects the extension of our core areas of activity as set out in the regional strategy. This document, together with Tanja Rother's study entitled Remembering the Past to Live the Future - Ansätze und Potenziale für den Zivilen Friedensdienst im Kosovo, provides a new framework for the conceptual design and practical implementation of projects.
Since there is an overlap between dealing with the past and reconstructing identity it makes sense, when developing new projects, to incorporate both approaches. While projects that deal with the past primarily aim to heal social relationships that have been damaged or destroyed by violent conflict, identity reconstruction is concerned with supporting the (re-)building of the public and private sectors by bringing about a sustainable change in value systems and identities.
