Most applications of telematics in tertiary distance teaching in Europe have been of an experimental or pilot nature. In spite of many pilot projects, even still, relatively few have matured into fully operational systems. Information on systems which provide an effective and sustainable response to educational needs at university level is fragmentary and widely scattered. While the volume of literature on telematic-networks in tertiary distance teaching is now quite extensive, there are few practical, comparative studies which provide objective guidance for policy-makers and others involved in the application of telematic technologies in university level open and distance learning.
This study has compiled data on successful programmes - which have moved beyond the pilot phase - to provide a basis for comparative analysis. In addition, a survey of relevant universities an other third level institutions was undertaken to provide a fuller picture of the current use of telematic media in tertiary open and distance learning. It is evisaged that the study will provide a source of information for policy-makers, course providers, academics and administrators and so serve to stimulate the effective and cost efficient application of telematics in tertiary education in Europe.
