Urban Development Funds A new instrument to support sustainable urban development? Urban Development Funds as a financial instrument have been discussed, tested and implemented in the European Union for over ten years. They complement the repertoire of classical grants and are intended to support projects relevant to urban development policies which cannot be guaranteed by public or private funding. The range of projects supported includes land development (e. g. revitalisation of brownfield sites), new construction and renovation of buildings, infrastructure development and measures to upgrade urban areas in particular need of renewal. This publication by the working group on Urban Development Funds of the regional forum Bremen/Hamburg/Niedersachsen/Schleswig-Holstein of the Academy for Spatial Research and Planning (ARL) considers the extent to which Urban Development Funds are a new instrument for supporting sustainable urban development. Knowledge and experience from Europe and Germany on structural conditions and practical implementation are gathered and discussed using concrete case studies. Both success factors and obstacles are identified.
