The increasing generation by renewable energy sources and the integration of European electricity markets require an efficient use of the limited transmission capability of the European transmission system. Against this background, congestion management aims at serving the electric demand by the most economic supply without violating system security limits. Here, increasing uncertainties (e.g., due to less predictable production) as well as new technological possibilities (e.g., fast control of HVDC links) influence the permissible system configuration in congestion management procedures. The targets of this thesis are to provide a modeling approach that enables to analyze the impact of operational flexibility (in the form of corrective and preventive remedial actions) as well as uncertainty (in the form of forecasting errors and contingencies) in European congestion management, and to gain insights into the techno-economic consequences in the interplay of these two influential factors. For this, congestion management is modeled in a multi-stage model consisting of optimization problems which represent unit commitment planning, day-ahead market coupling and management of congestion within market zones. A particular focus is set on modeling the constraining effect of uncertainties and the relaxing effect of flexibility on the feasible domain of the underlying optimization problems, and on the evaluation of this interplay in a European case study for the year 2020.
