For a decade the International Federation for Information Processing Working Group 8.5 (Information Systems in Public Administration), or short, IFIP WG 8.5, has now organized the EGOV series of conferences (until 2009 within the DEXA conference cluster), which meanwhile has solidly established itself as one of three core conference in the research domain of eGovernment, eGovernance, and eParticipation. Since 2009, ePart has emerged from the strand of EGOV as an IFIP sister conference focusing on the domain of eParticipation. Henceforth, EGOV concentrated on eGovernment and eGovernance. Both conferences showcase completed research, ongoing research and practitioner projects. Like their predecessor conferences, IFIP EGOV 2011 and ePart 2011 brought together scholars and practitioners from all five continents representing over 40 countries. This year, EGOV accepted 38 full research papers for publication in the Springer LNCS #6846 proceedings. ePart accepted 26 full research papers for publication in the Springer LNCS # 6847 proceedings. For the ongoing research and project cases, the two conferences joined forces to compile one common proceeding published in this book, which cover another 38contributions of EGOV and 11 contributions of ePart. The papers have been clustered under the following topical threads: - Measurement and assessment - Social media - Institutions and standardization - Transformation and sourcing - case studies - eParticipation methods and initiatives - Understanding eParticipation and societal problems - eParticipation technologies and platforms Beyond ongoing research contributions, this year’s conferences covered workshops on emerging and reflexive themes and panels, for which brief descriptions are included in these proceedings.
