Trust is an essential element in the acceptance of
Internet-based services for transactions, whether that be
in the private sector or with government agencies.
In recent years, this trust has been undermined by a
crescendo of revelations regarding how once-trusted
Internet services have been compromised. In addition,
statements are on record decrying privacy in the
Internet as a quasi-precursor to nefarious activities
calling for the virtual abandonment of the individual
user’s privacy.
The Internet, however, does not only play an essential
role in increasing commercial and administrative efficiency,
it also creates a public sphere to enable people
to exchange views and it creates a common identity.
Therefore, the high level of trust and acceptance has to
be maintained; does this mean to “Europeanise” the
Internet? And if so, what would this entail? This conference
and proceedings volume aims at providing new
insight into the possible directions of ICT usage in the
public sector with a particular view on fostering and
promoting a common European identity.
