Digitalisation is changing the structure of the public sphere, and the European public sphere must therefore be reconceptualised in this context. Peters argues that classic models of the European public sphere must be reconsidered in light of digital platforms, algorithms, and topic-centred sub-public spheres. To this end, he proposes his own multi-level model of the digital European public sphere.
