In view of growing security challenges, deeper European defence cooperation is becoming increasingly relevant. Can Permanent Structured Cooperation (PESCO) within the framework of the EU's Common Security and Defence Policy (CSDP) go beyond purely intergovernmental coordination and have integrative effects in terms of European integration? Using a theory-based index and qualitative case studies, this paper analyses whether and how PESCO projects contribute to deepening EU defence policy.
