This book discusses the processes and mechanisms through which urban land development can be efficiently governed through partnership between local and central governments and Community Based Organizations (CBOs). Several challenges may be faced in such a partnership. These include the lack of a decentralised policy stategy to enhance the integration of CBOs and other stakeholders in urban land governance, lack of an ineffective institutional framework, and more importantly, lack of a legal framework to recognise and harness the potential role of CBOs in local communities.
