This handbook aims at supporting National Statistical Institutes with the implementation of quality adjustment methods, considering existing EU regulations referring to the Harmonised Index of Consumer Prices (HICP). It may also be of interest for other experts.
Product-specific examples provide an insight into the practical application of suitable methods. Examples are provided for television sets, new and used cars, computers, washing machines, books and software.
A variety of different methods is presented including hedonics, option pricing, bridged overlap, and supported judgemental quality adjustment. Throughout the Handbook, the procedure of calculating a quality-adjusted price index is divided into four steps: the identification of consumption segments, the construction of a target sample, the replacement strategy, and quality adjustment.
