Commercial aspects of planning major industrial plant projects (MIPPs)/ HBI plants are evaluated: site selection, HBI offtake markets, choice of realization contract form, contract-awarding procedure.
The present thesis evaluates the commercial aspects of planning major industrial plant projects (MIPPs). An MIPP is demarcated as planning and realizing a greenfield industrial process plant with a total investment cost (TIC) of a minimum USD 100 million. Merchant hot-briquetted iron (HBI) plants are studied as an example. Key findings of the thesis include: I. Site selection for a merchant HBI plant involves the balancing of complex corporate goals as well as a multitude of location factors, including the trade-off between low factor costs and political stability. II. The market potential for merchant HBI offtake in Germany, Austria, and Switzerland could be fully realized if prospective users were informed comprehensively about the product, and if its delivery conditions were more competitive. III. The MIPP realization contract form should fit the unique project requirements; for instance, financiers prefer the engineering, procurement, construction lump-sum turnkey (EPC LSTK) structure. IV. The contract-awarding procedure for merchant HBI plant realization represents a multi-level sequence of interrelated games offering considerable potential for streamlining. The work contains operating cost comparisons for several HBI plant sites, including locations in Russia, Venezuela, the USA, and Canada as well as excerpts from the proprietary database ‘Merchant HBI Plants Worldwide’.

Anita Erbe-Tolls
Anita Erbe-Tolls, founder of the firm Erbe Investment Consulting, completed her doctorate at the Chair of Construction Business Management at Freiberg University of Mining and Technology in 2015. From 2007-12, she worked as a project manager developing major industrial plant projects for MAN Ferrostaal in Essen, Germany. Prior to that she held banking, investment management, and strategy consulting positions in New York, Moscow, Baku, and Düsseldorf. From 1996-2000, she studied European Business in Berlin and Cambridge, and from 2000-02 Economics in St. Petersburg. She has authored and co-authored several publications on contract structuring for industrial plant construction, investment planning, and project finance.
