The paper aims to find out if the multi-level character of the European Union as "a club" favours access of non club members to its decision making procedures. It keeps an eye on the policy-shaping level of EU decision making and uses theoretical approaches of the policy-network school. It concentrates on actors coming from Switzerland and limits research to the activities of Swiss business and government. It can be concluded that Swiss political interests in Brussels are taken into consideration, if at all, on technical issues where the Union has an interest to include them. In the EU, decision making power remains in the hands of the institutions which have established rather closed policy communities. To exert influence on these networks, one has to have an institutional reason or provide a valuable resource to those networks.
