As a result of its deliberations, the commission puts forward the recommendations covered in this book. The accompanying justification and commentary contain suggestions for their implementation. They are followed by a short overview of the problems in the scientific system discussed by the commission, and of institutional regulations in other countries which were helpful for drawing up these recommendations.
