Die Untersuchung entwickelt ein systematisches Verständnis von Inhalt, Reichweite und Grenzen des Neutralitätsprinzips an Hochschulen im Spannungsverhältnis zur Lehrfreiheit. Unter Einbeziehung historischer und gegenwärtiger Hochschulkonflikte analysiert die Arbeit zugleich die Wechselwirkung zwischen Freiheit, Amtsträgerschaft und (Hochschul-)Staatlichkeit im Sonderrechtsverhältnis des Hochschullehrenden.
»Teaching between Academic Freedom and Neutrality in Higher Education Institutions. Constitutional, Legal-Historical, and Political-Theoretical Reflections on the Scope of Communicative Freedom of Lecturers and Universities«: Drawing on contemporary and historical academic conflicts, this study analyses the constitutional position of university teachers in relation to other public officials. It further demonstrates that universities are shaped by authority and power and constitute sites of epistemic, political, and social opinion formation. On this basis, the study develops criteria for the content, scope, limits, and dimensions of institutional neutrality in higher education within the tension between academic freedom, the constitutional limits framework, and university public communications.
