He challenges the dominant paradigm in Hebrews scholarship that views the audience as a wandering people in the wilderness, instead proposing they are a waiting people stationed at the foot of the mountain. Through a reading that follows the epistle's sequential progression, he examines how the author employs the Sinai event as a constructive theological framework rather than a discarded relic of the old covenant. Set within the context of first-century Second Temple Judaism, the book engages with contemporary Jewish literary traditions to place Hebrews in dialogue with its original milieu. Drawing on a dual cosmology, Solano argues that the audience participates in heavenly realities while inhabiting the earthly realm. This dual cosmology repositions the role of Torah, suggesting that the Sinaitic revelation remains valid alongside the new covenant's high priestly ministry.
