Since the late 1960s, the self-transformation of society in the Western world has created a "society of networks". It has become necessary for the law to adapt itself to this altered social situation. It has to come to terms with the changed role of uncertainty, which in terms of conventional concepts of rationality can no longer be largely eliminated or at least repressed by obtaining a stable basis.
