Hermeneutical understanding is essentially different from the cognitive understanding of a real-world scientist because it is not aimed primarily at contemplating objects and gaining knowledge about them. The typical interpretanda, texts and expressions are themselves already a form of knowledge; the primary concern is to respond to them as a co-participant, to use them as responses in their own right, and to implement them.
