In 1973, the West German government continued its efforts to reform tax policy and the penal code as well as marital and family law. Major agenda items included the international currency crisis early in the year, the oil crisis at year’s end, the impending CSZE conference, the months-long air traffic controllers strike, educational policy, and Bavaria’s appeal against the Basic Treaty before the Federal Constitutional Court.
