Focusing on Mexico as a case study, this work examines legal frameworks for public-private partnerships in the area of highway construction. Based on best practices and on US and EU laws, the author develops proposals for reforming the Mexican tendering process and attracting more investment by assuring transparency, impartiality, and legal certainty.
