This book develops the concept of developmental welfarism to explain the persistent gap between welfare commitments and outcomes across the Global South. Drawing on political economy analysis and comparative evidence from nine countries, it identifies four mutually reinforcing structural burdens — instrumentalisation, politicisation, conditionality and fiscal constraint — that trap social protection systems in residualism.
The book examines cash transfers, social pensions, employment guarantees, health insurance and school-based programmes in Nigeria, Ghana, Kenya, Bangladesh, Pakistan, India, Brazil, Mexico and Bolivia. It reveals how political settlements, donor dependence, weak administrative capacity and programme design produce fragmented delivery, targeting errors and a coverage-adequacy paradox in which expanding reach is achieved through benefits too low to provide meaningful protection.
Moving from diagnosis to transformation, the book proposes post-developmental welfarism: a rights-based framework grounded in universal provision, democratic accountability, gender justice and climate-responsive protection, reclaiming social protection as an enforceable human right across the life course.
Dr. Gbenga Akinlolu Shadare is a multidisciplinary scholar at Canterbury Christ Church University, specialising in social policy, business and management, international development and economics. He holds a PhD in Sociology from the University of Sheffield. Before academia, he spent over three decades in financial services and consulted with African governments.
