He holds an MBA from the University of Hartford. El Kaber's work focuses on monetary policy and banking governance across the MENA region.
Michael G. Schaeffer is a public financial management advisor and former World Bank Country Representative for Libya. He holds graduate degrees in economics and natural resource management from the University of Michigan. Schaeffer has supported governance, decentralization, and fiscal reform in more than 70 countries.
